1. We, the councils, dignitaries, officials and citizens of the Przemyśl land, both on the universal foundation of the Russian brigadier sent to our land by Prince I. Shcherbatov of the Russian army and given to the Przemyśl starost's records by an offering, as well as having been summoned by letter from the Przemyśl command, having gathered here on September 13 of the year one thousand seven hundred and seventy-one in Przemyśl to the Reverends' Convent 00. Franciscans, because WWlMcie pp. commissioners of our current land, constantly due to their duties by the numerous and significant Russian troops stationed in many places in the area, employed in work, by themselves to bring uniform relief to everyone in the unbearable oppression, they cannot stand in Yaniv, because their constant knowledge of distributing provisions for the mentioned commands is irrefutably needed here, therefore they adhere to the denied universal by the same Prince IMci Shcherbatov's troops Russian brigadiers issued from this land in our country in the previous year, used in place of these WWIMci of the pp. commissioners as delegates, full power in all respects to treat those who, together with the tariff entrusted to them and attached to them, have the WWIMci Mr. AAichał Węglowski, cup-bearer of Owrucki, and Antoni Hebda, burgrave of Warsaw by birth and good deeds, selected and begged their citizens from among themselves, and immediately sent them to the designated place in Janów.

2. Who are WlMcie pp. the delegates are most obliged to use their foresight and provide accurate information on the considerable pressure on our land that last year, after the distribution of excessive provisions to us, our land was so devastated that all citizens had to buy grain abroad to relieve this burden, especially now, when the all-powerful hand has suffered the last defeat, both due to general crop failure and heavy hail storms. it affected us that we did not have enough food for ourselves, we would be in obvious trouble, since so many in our land were in need of giving any allowance to the commands of the Russian army, and especially in the interests of justice, they were asking for permission to exempt us and free us from giving provisions to the great army. However, if, as we do not expect, they cannot achieve a successful solution for the legitimate reasons of a great shortage, at least the provisions should be reduced, the moderate quantity of which the citizens themselves leave to be divided among themselves, and they should make every effort to set up a warehouse as close to our land as possible so that it can be designated. Nevertheless, demand it

ciz IMcie pp. the delegates will not only provide citizens with immediate satisfaction for the provisions provided last year, which JW. General Budkiewicz made sure that the general public had not yet received their payment, but that the appropriate payment would be made immediately after the delivery of new provisions.

3. They will also report on the unbearable inconveniences which the enforcement authorities continue to cause when revising receipts from citizens who have already been presented to them several times. More than anything else, it will be about the common good of all of us and the happiness of our talented talents and opinions, with the prudence and diligence of these people. We hand over and pledge the delegates, especially recommending that, after their functions have been performed, they should make sufficient information about everything known to their citizens about the actions and work they have completed.

4. And since you WWIM, pp. the delegates willingly accepted this service for the land, not only did they not spare any effort and work to perform this function, but also, having left the land in an unfavorable condition, they undertook to travel at their own expense, rightly we should keep in our citizens' hearts gratitude for such a special favor towards our land, for which we guarantee a reward at the first decent opportunity.
