the collectors of the Ruthenian lands, as well as Mr. Mikołaj Herbort of Fulsztyn, the staroste of Lviv, the main Russian lands, who demanded from us a declaration on the two articles described below, first of all in the towns and villages, both royal and noble, as if they were to act against innkeepers and their lords, who brew the grain obtained from their lords for serving and selling, if the collectors are to choose tenons from such malts, or the starosta, if he has to execute them, who do not want to issue such a tent. Then we declared, after long and common discussions, that innkeepers should pay such tenants both in cities and in royal and noble villages, because it is generally the case*) that every innkeeper or tavern keeper should pay not for malt but for braxatione cerevisiae. This is because beer is sometimes brewed for the pub and not for the needs of the gentlemen, but it is also exported in barrels to be served in barrels. 2. Item for the second article about the Jews of Lviv, who defend themselves with some privileges, do not want to issue the draft established in accordance with the universal, so we also declared that in order to meet this urgent need, the Jews should be given a foregone draft, as we find they should be able to pay it, but with the special requirement that the collector should pay attention to their poverty and deterioration and do them a favor without great harm. Rzpltej. To which both articles, if anyone opposes them in any way, pp. starostas should carry out executions under universally described faults. And since we ourselves voluntarily agreed to this, and decided on conscription, we also declare these two articles how their Messrs. keep the exactors in Russian land. And for better faith, we who had them with us, attach our seals to this letter. It happened in Wisznia at the assembly on the first day of September in the year of God 1573. Ind. Rei C. In Lviv, July 28, 1574. Confederation of the Russian Voivodeship after the departure of King Henry.
1. We, the councils of the clergy and lay knights, cities and all clerical and lay orders of the Russian Voivodeship, reviewing the dangers that could fall on the Crown due to the departure of the king and our lord, according to the custom of our ancestors, who in all cases were accustomed to take care of themselves and make similar decisions, especially accepting the resolution and confederation that were made after the king's departure from the world. They were made by Sigismund Augustus our lord in Glinany, in Wisznia, also in Warsaw at the convocation, and later at the election sejm near Warsaw. Therefore, we stand firmly with these confederations as they are described in themselves. 2. And since many cases that were previously judged by us tempore interregni in Glinany by the power of the confederation could not have their effect, partly due to the inability of both the citizens and the starostas or their offices, partly because iure victi some appeared to be adeo fortes, and the lands in which such acts took place were apparently difficult to cope with, therefore we are striving for justice for everyone at this time. applies equally, we decree that against every person who is or has been tried by a judge whom we have decided at that time, and whether by their decree either ex controversia partium or in contumacia partis, a ratione cuiuscunąue injuriae et delicti subiectus paenis confoederationis be found, that the injured party, who for his own harm, receives the decree according to the confederation, the mayor of that place.
