The Wiszeński sejmik was called the Ruthenian general because it was the center of meetings for all the Ruthenian lands, i.e. the Chełm and Halych lands, apart from Lviv, Przemyśl and Sanok. The earliest land to separate from it was the Chełm land and, in the 15th century, it obtained separate sejmiks, which were held in Chełm or Krasnystaw. In 1563, the Galician region received permission from the parliament to hold separate assemblies in Halicz, due to "the distance and density" 1), which was to be held before the general, and as the constitutions of 1581 and 1613 say: a week before the hanging -). Therefore, in 1563 there were three district assemblies in the Ruthenian Voivodeship: Wisze, Chełm and Halicz; the first two take place simultaneously, i.e. on equal dates, while the Halicz festival takes place a week before the Wiszeński festival.
Of these three centers of parliamentary life, the most important was the Wisła sejmik, both because it was here in the 15th century that the only pre-sejm sejmik for all of Russia was held, and also because until recent times it covered the entire three large lands, and finally because of its proximity to the capital of the voivodeship and, therefore, to the bodies of the central management of the vast voivodeship, and? During the interregnum, general assemblies were held in Wiśnia 3) or at least near Lviv or in the capital itself ^) at which confederations of the entire voivodeship were established, and other general assemblies of all the Ruthenian lands were also held, e.g. for the establishment of the general court of the Ruthenian voivodeship 5), in the presence of envoys from the Chełm and Halych lands. In any case, even though all the lands of the voivodeship came together or formed common unions of the entire voivodeship, the lands belonging to separate assemblies reserved their separateness, as we see in the case of the landowners of Chełm in 1572. 6) It is also a separate Chełm sejmik^ July 27, 21573

vn left the Glin Confederation in power. which was also adopted by the landowners of Chełm. However, the Halicz sejmik remained somewhat dependent on General Wiszeński. This conclusion about the pendency comes from the resolutions of the Halych sejmik'), by virtue of which the Galician landowners in 1575 sent deputies to the Wisze sejmik and asked what should be done in the matter of elections, security and judiciary during the interregnum, and therefore they refer to the general as a higher institution. This susceptibility soon became, at the beginning of the 17th century, only formal, and was manifested by sending deputies from the Halicz sejmik to the Wisze sejmik or only by sending back a copy of the sejmik's resolutions. However, this was not done later, as follows from the resolution of the Bishop of Wiszeny from 1636, which stipulated that the citizens of Halych should exercise the right provided for in the constitution to send articles from their sejmik to the Wiszeny sejmik.
Therefore, the Wisła sejmik remained general only for the lands of Lviv, Przemyśl and Sanok, which, as we will see, sometimes had their own separate sejmiks, either by virtue of a parliamentary act or by order of the Wisła sejmik. The resolutions adopted at these assemblies were confirmed by the general assembly -). The rights of the landowners of these three lands in the sejmik were equal, each land elects two deputies to the sejm, and the election of a deputy to the tribunal is an alternative, which the lands even reserved for themselves in a separate resolution of the sejm 3).
