• in order to provide general instructions on the importance of the sejmik material collected in this volume, dating from the years 1648-1673, it should first be pointed out,
that the period covered by the years indicated is the period of greatest growth in life council in the entire region. The Wisze sejmik is not lagging behind in this development, on the contrary, it is growing in strength, power and importance perhaps more than in other lands - or at least it is at par with the most powerful lands of Małopolska.
In the preface to the previous volume, the sources of this increase in local assembly life were indicated. The striving of the nobility to seize the highest judiciary and, later, the power, with interregnums favoring this pursuit, and thus numerous general and particular confederations, with the support of these strivings by the powerful dissidents of the time, was largely crowned with results, which were the basis for the growth of the assemblies' life. With the establishment of the tribunal, a deputational sejmik was established, soon afterwards a regional sejmik, to receive reports from the sejmik deputies on their activities at the sejm, or to adopt the salaries taken to the sejmik. The activity of the assembly is increased by the establishment of the provincial treasury, as a result of the election of managers of this treasury, the shafaizs. Moreover, the assembly is growing in breadth due to decentralization and, unable to handle the multiplying activities at the general meeting in Wiśnia, it refers them to particular meetings, i.e. assemblies in Lviv, Przemyśl, and Sanok. The power of growth is still hampered by the splendor of the power of the king and the senate. Especially the king
he makes use of his right to convene assemblies to stem the enormous growth of the assemblies' life, in which he is supported by senators and dignitaries of the voivodeship.
While the period from 1572 to 1648 is a period of growth of the sejmik restrained by the royal power, the period from 1648 to 1673 not only does not show any significant signs of this inhibition, but also shows signs of growth not only in strength, which is manifested by an increase in the number of sejmiks, but also by the decentralization of the general assembly, replaced if necessary by particular sejmiks. land: Lviv, Sanok and Przemyśl. The number of sejmiks is also extremely large compared to the previous period. Because while in the first period, covering 75 years, we counted only 103 assemblies, in the second period, covering 26 years, we count 140 assemblies, which means that their number has more than doubled.
For an easier overview of this increase in the assembly, we provide two tables. They contain a list of sejmiks in the order of years, how they occurred, with an indication of the place where each of them was held and the total number of sejmiks in each year. The first table refers to the first period, the second to the second:
