A glance at the tablets shows the growth of sejmik life in this second period. In the first period covering 75 years, there are no sejmiks from a whole series of years, namely from 24 years; the lands could do without them, meetings in querels, elections of officials or collectors were sufficient, but the life of the assemblies was not yet in full swing. Only in the interregnum years do we teach a larger number of local council meetings or in the years of Zebrzydowski's rebellion. For a long period of 75 years, there are 80 general sejmiks in Wisze, i.e. one per year - of the particular sejmiks, only the Lviv sejmiks have a larger number, namely 14, while in Przemyśl only 4 and in Sanok only 3 sejmiks were held, and two in other towns. Taking into account that the latter sejmiks were the areas of the general confederations of the entire voivodeship, which were convened for temporary needs either in the capital of the voivodeship or in places that were indicated for meeting due to defense, such as in Glinany or Rzeszów, on the borders of the voivodeship, it can be easily seen that the particular minor sejmiks only before 1648 are significant - and the general voivodeship There is one assembly every year on average. Considering that we have had a number of years without assemblies, we will have to increase this average, but the number of assemblies to the assemblies held in this period will still be correct. There were 48 sejms in this first period, so their ratio to the general assemblies held in this period is - taking into account the main numbers - 2 to 3; and if we take into account all the sejmiks in total, 2 to 4, it means that there were twice as many sejmiks as there were sejms, which means that the ratio was normal.
During the 26-year period from 1648 to 1673, there were a total of 140 assembly meetings. Not only is there not a single year in which there is no assembly meeting, but there are at least 5 assembly meetings in one year. This is a huge numerical increase. The balance between the sejm and the sejmik is unstable, because if we take into account only the general sejmiks, there are more than 3 of them per 1 sejm - of which there were 17, not counting the broken ones, if we do not count the broken sejmiks - and if we take the general number of sejmiks, we will notice that there were eight times more of them than sejms, which means that the balance that we saw in the previous period between the sejm and the regional council was completely disturbed. It was mentioned that in the previous period, small particular assemblies were important; in the second period, a huge increase in these particular assemblies should be noted, the number of which is equal to the number of general assemblies. This is an indication of the decentralization of assembly life. The number of Sanok sejmiks exceeds the number of Lviv sejmiks, and there are even much more Przemyśl sejmiks than Lviv sejmiks. The main land of the voivodeship is losing the importance it had in the previous period, the importance of local assembly life is shifting to the neighboring western land of Przemyśl. The fate of the main institution of the Republic of Poland, the Sejm, is reflected in the province of the Republic of Poland as in a mirror. Just as it lost its importance in the face of and in favor of provincial assemblies, this assembly proxn provincial in some voivodeships, and especially in the Ruthenian voivodeship, has become less important in the presence of and for the benefit of particular assemblies.
