Based on all of the above, a response was drawn up from the Synodal Chancellery to the Supreme Privy Council in the following sense, as to the exact decree on the Kyiv Metropolis, so that it should not exist in the affairs of St. There is no synod, but there is only a decree of 1722 on the promotion of Tikhvin Archimandrite Varlaam Vanatovich to the rank of archbishop in the Kyiv diocese.
Upon receipt of this answer in the last three months of 1729, apparently, there was no progress in the matter of the Kyiv metropolis. there was no secret council; and then in January 1730 Peter II died, and the ten-year reign of Anna Ioannovna began, when the question of defrocking bishops was often raised, but there was no time to think and talk about increasing the honor of the bishops.
The question of restoring the Kyiv metropolitanate, which had been extinct, flared up again with a bright light with the accession of Empress Elizabeth. Is it the piety of the empress herself or the influence of her favorite Alexei Gr. Rozumovsky gave good hopes for this - be that as it may, but the most noble persons of the Kyiv clergy gave

REPORT.
Since then, after the use of this title in the department of the Kyiv-Sophia metropolis of the epnskopia abroad in the Polish region, the Metropolitan of Kyiv - in which when it falls - they are proud, with considerable reproach, ridicule of Kyiv as well as all the pious, the story: the schismatics were careful, they themselves conceded the ambition to us, Every time we don’t indulge in that ambition, they will usurp it; and besides, many of the pious monasteries and churches found in the Polish region have since ancient times belonged to the metropolis of Kyiv and in this name they protect themselves, having for this purpose some written documents with the clear image that they belong to the metropolis, and now, due to the lack of ownership of that title in the Kyiv cathedral, the Romans and to remove the curse, they say with reproach: I suppose there is no metropolis in Kyiv, you need to lie down to Lvov, where the Metropolitan of Kyiv is, why is it that the poor pious there, both spiritual and worldly, are rebuked day by day?

The petition of the representatives of the Kyiv clergy was not written very thoroughly; much less detailed than the petition submitted under Arch. Varlaam Vanatovich, but it was served at a good time. The Holy Synod entered from itself to the Empress with a report dated October 25. 1742, where, having written out the entire petition, he added the following: “And according to the certificate to the synod: in Russia, in the spiritual hierarchy of the Kyiv episcopal throne from the Apostolic See in Bonstantinople, the throne has been honored with the title of the metropolis since the very time when St. Equal-to-the-Apostles Prince Vladimir of Kyiv, in holy baptism, named Vasily, with all his sigklit, and all of Russia were enlightened with holy baptism. And in Biev, the bishops were titled metropolitans until 1722, and since 1722 the aforementioned episcopal throne has been called an archbishopric. And for what reasons has this title been given since ancient times. now it is not allowed to use it, the Synod is not aware of any named... decrees so that the Kyiv bishops will not henceforth be called metropolitans, the Synod does not have."
