I, fulfilling the highest command of Her Imperial Majesty and the most important command, have most mercifully appointed me to this rank and position, so that in all of Little Russia everyone and everyone with their rights and property will be protected, justice and fairness will be shown to everyone; but on the contrary, all the insolence that was forced and all the reasons that hindered or even harmed the blessing of the people and the general peace were completely eradicated, and the people of Little Russia would render the service they owed to the imperial majesty and the allotted income directly to the imperial witchcraft, the Most High mercifully was comforted by the now various and published sheets 1 with confirmation to whoever concerned, and quite explanatory images from time to time, did, but going into detailed examination of the many and incessant complaints in the excessive burdens of the flesh of the Cossacks, assistants, burghers and the commonwealth in the service of work and taxes, realizing that all that after reading only remains; The parables of the main thing and the one preventing the main government from giving “fictional or extreme resolutions” and protecting helpless people from the hand of the strong are the following:

1. Poor and unfounded information about all and any personal names.

2. From frequent correspondence in cities and towns of citizens to Cossacks, to considerable devastation of cities and damage to internal trade and industry.

3. From the registration of the Polish-Polished Cossacks into the Cossacks and the Polish-Lithuanian Cossacks into the Commonwealth, hiding the former from their masters, and the latter from service, seeking the protection of strong and noble people and sacrificing thereby all and every freedom acquired through high-monarchal favors, and finally the Cossacks as before.

4. Directly former ancestors of the Cossacks and some images were enslaved by the owners and sometimes by vassal seizure of the property in the commonwealth and deprivation of all property.

5. That due to coercion and singing, many abandoned soil and land and were considered fugitives and were forced to wander everywhere, and those of their soil and all the land, as if voiceless, remained in various possessions unlawfully.
